The working operating reference for the FV&N. Exact mileage and local restrictions are published only after the corresponding Railroader track has been measured and commissioned.

Effective framework

Flagstaff is the zero point for the South Main and Northern Line. Branch mileage resets at each branch junction. Posted signs, dispatcher instructions, signal indications and equipment restrictions may always impose a lower limit than the timetable.

CHANNEL 1

Road / Dispatcher

Main-track authority, meets, clear reports, road movements and dispatcher-controlled territory.

CHANNEL 2

Flagstaff Yard

Yardmaster instructions, yard routes, classification, A/D tracks, engine-terminal moves and switching inside yard limits.

SPECIAL INSTRUCTIONS

Rules crews must carry

These supplement the FV&N Operating Rules.

SI-01

System maximum speed

Maximum authorized speed is 75 mph only where timetable, posted signs, signal indication, equipment, and local conditions permit. A lower restriction always governs.

SI-02

Oak Creek descent brake test

Southbound trains must stop at the designated brake-test point, fully charge the train line, verify service application and release, and complete a low-speed running brake test before entering the grade.

SI-03

Oak Creek Helper District

Heavy northbound trains are evaluated before the climb. If assigned road power exceeds its tested Oak Creek tonnage rating, the dispatcher must add H-1, reduce or split the train, or hold the movement.

SI-04

Flagstaff radio channels

Channel 1 is Road / Dispatcher. Channel 2 is Flagstaff Yard. Changing channels does not transfer authority.

SI-05

Flagstaff yard handoff

The Yardmaster assigns yard routes and tracks. Dispatcher authority remains in effect until the train is completely clear of the main and the required clear report is acknowledged.

SI-06

Main-track fouling from the yard

Yard crews request the move through the Yardmaster. The Yardmaster coordinates with Flagstaff Dispatcher before authorizing any movement that will occupy or foul controlled main track.

Milepost publication

Except for established zero points, exact mileposts are not guessed from highway mileage. Final values are measured from the completed Railroader track centerline and then published here.

Oak Creek reminder

The 3.2% figure is the intended maximum design grade. The official ruling profile, locomotive tonnage ratings and any passenger/freight speed boards will be established from proving runs on the completed route.
